The Division 2 Cassie Mendoza December 2019 Update
The Division 2 December 6.1 Title Update made some changes to the Division 2 vendor, Cassie Mendoza.
Here's the full explanation of the changes the developers are looking to implement, which to boil it all down, is basically making it easier to know when she's available and also simplifying whats she's selling each week.
"When looking at the current way the stock for Cassie is created, we found a couple of bugs (as mentioned in the previous post) but also some technical things that added to the confusion.
"As Cassie’s stock could include items that required you to possess a Blueprint of that item, it could happen that one player would see a different stock than another. On top of it, if you acquired said Blueprint at a later stage it could happen that Cassie’s stock changed by overwriting an item. We don’t think that her stock was very clear and with it possibly changing while she was active offered a not so great experience.
"With TU6.1, which is coming on December 10th as mentioned on State of the Game #140, we’re making changes to Cassie’s stock. When the update is live, Cassie will always offer two named items, one Weapon and one Gear slot item. Additionally, if you have opened the Ivory Key lockbox in the Base of Operation, she will always offer the Shield Splinterer each rotation. We will also exclude any named items that require Blueprints from the Special Field Research from that point on, to ensure that the stock is always available to all players, regardless of their progress in the Field Research.
"We also hear concerns about her timers and that it’s not always clear when Cassie is available and when she’s away. We are adding some UI elements in TU6.1 which should make it clearer and help avoid situations where you’re set out to find her just to realize that she’s currently closed for business."
Should any further changes be made to The Snitch or Cassie Mendoza we'll be sure to update.

In The Division 2, you can expect to find the game’s most powerful loot either by completing endgame missions, trekking into the Dark Zone, or hunting down Cassie Mendoza, the secret vendor.
Much like Destiny 2’s travelling merchant, Xur, Cassie will crop up in a different location with each weekly reset, stocking new guns and gear for players to purchase.
With most of these items being of high-end rarity, checking in with Agent Mendoza every seven days is usually worthwhile. You’ll need to find her first, however.
In order to locate Cassie you’ll need to find a character called Jared Nash – The Snitch. Like Cassie, he will appear at random locations scattered throughout Washington DC.
Aside from giving intel on Cassie’s whereabouts, he’ll also hand over bounty missions that come tagged with some decent rewards.
Luckily, using The Division 2 fast travel system, you won’t have to go too far out of your way to find The Snitch, wherever he might be hiding.
It’s worth noting that The Snitch won’t appear in the same location for every player. Even if you log on at the same time, two Agents may have to travel to opposite ends of the game map to find the Snitch in their own session.
If you’re desperate to hunt down Jared Nash as quickly as possible, this guide should help. Here are several locations in which Agents have found The Snitch lurking. Simply hit up these following areas until you find him.
So far the Div 2 community has tracked him to several locations. A telltale sign that he’s nearby is when a “???” symbol appears on your mini map, indicating that he’s in close proximity.
Simply travel to the indicated safehouse or checkpoint then follow the directions until you find his map marker.
Location 1: Go to the White House fast travel point – from here travel northeast, heading towards the top right corner of this district. Just below this corner there should be an Unknown Activity marker if The Snitch is here.
Location 2: Go to the Flooded Levee control point and you’ll find yourself on 17th St. Southwest. Head directly south down this road – The Snitch can be found approximately halfway down, at the centre point of the West Potomac Park district.
Location 3: Go to either the White House fast travel point of the Haunted House fast travel point in the Constitution Hall district. The Snitch can be found next to a bakery on the street where these two districts intersect.
Location 4: Go to the Washington Memorial fast travel point in the West Potomac Park district. From here, The Snitch will be directly north-west.
Location 5: Go to the fast travel point located in the centre of the Southwest District. Head south and scout the southern edge of this district in order to find The Snitch in a nearby building.
Location 6: Go to the Taxi Graveyard control point located in the Foggy Bottom district. Make your way south-west corner of this zone and you’ll find The Snitch close to the tunnel leading to Roosevelt Island.
Location 7: Go to the Red Dragon control point located in the Downtown East district. The Snitch can be found just a little way south, close to where this district borders with Judiciary Square.
Cassie Mendoza is The Division 2’s secret, seventh vendor who sells high-end gear. Like the other six, she’ll change what she’s selling every week so you’ll want to keep tabs on her location and drop in regularly to see what stock she's carrying.
As we've noted, Mendoza will roam around Washington DC, changing position with each reset. But she's only ever in the same location for 36 hours at a time.
If you find Mendoza, you can also open up extra dialogue options with some other NPCs in the game, which means more side missions to complete. So whilst you might not need to buy anything from Cassie, it's certainly worth hunting her down for the extra missions.
